On the 76th Anniversary of the Universal Declaration of Human Rights on December 10, 2024, IUF affiliated-Federation of Hotel, Restaurant, Plaza, Apartment, Catering, and Tourism Workers’ Free Union (FSPM) joined a protest action at the Indonesian Ministry of Manpower to demand the urgent ratification of ILO Convention No. 190. Since this last November, the FSPM and other 20 trade unions and women organizations have been intensifying their campaign, after months of study since the convention adoption, to push the government to implement their responsibility in protecting workers’ rights to a safe workplace free from all form of violence and harassment.

Under an alliance named Jaringan Advokasi Konvensi ILO 190 (JAK KILO 190), those organizations make use of social media to promote and raise people awareness on the importance of the convention. The national action on December 10 was used as a momentum to convey their demand for government seriousness for comprehensive regulations that are inclusive that guarantee the protection for all workers.
A day before the protest action, on December 9, the alliance held a press release to announce their statement. They highlighted the lack of action done by the government on initial step to ratify the convention, even though harassment and violence in the world of work continue to occur in Indonesia. The alliance also mentioned several examples of harassment and violence happened in various sectors. A survey conducted by one of the alliance members showed that at least 1 of 23 workers have experienced a sexual violence and harassment at work.
Brother Galih Tri Panjalu, General Secretary of FSPM, emphasized the need of the convention ratification for the promotion of human dignity and to form a bigger alliance that have the same goal.
FSPM participation in the mobilization and campaign reflects their commitment to realize a decent and safer workplace for all workers, especially for women workers to be protected against gender-based violence and discrimination that can stop them exercising gender equality at work.

बांग्लादेश में, राष्ट्रीय महिला किसान एवं श्रमिक संगठन (एन.डब्ल्यू.फ.ए.) ने नागरकंडा, फरीदपुर में एक नेतृत्व प्रशिक्षण का आयोजन किया। प्रशिक्षण में महिला लघु और सीमांत किसानों की सामूहिक ताकत बनाने, उनके अधिकारों को सुरक्षित करने के लिए कार्रवाई करने और कामकाजी परिस्थितियों में सुधार लाने पर ध्यान केंद्रित किया गया। एन.डब्ल्यू.फ.ए. ने महिला किसानों के फसलों के लिए बेहतर कीमतों पर बातचीत करने और अपने सदस्यों की आजीविका में सुधार के लिए प्रशिक्षण प्रदान करने के लिए महिला किसानों की सहकारी समितियों का भी गठन किया है। प्रशिक्षण का ध्यान नेतृत्व की भूमिका निभाने के लिए जमीनी स्तर के नेतृत्व कौशल विकसित करने और उनके अधिकारों और जरूरतों को संबोधित करने वाले नीतिगत बदलावों की वकालत करने, उन्हें निर्णय लेने की प्रक्रियाओं में सक्रिय रूप से भाग लेने में सक्षम बनाने पर केंद्रित है जो उनके काम और समुदायों को प्रभावित करते हैं।

भारत में महिला जल, स्वच्छता और स्वास्थ्य समितियां, चाय श्रमिकों का संगठन और गोदावरी मगसवर्गीय मत्स्य व्यवसाय सहकारी संस्था, महिला मछुआरों के संघ ने इलाबेन की शिक्षाओं पर चर्चा की और काम, आय, भोजन और स्वास्थ्य देखभाल, बच्चे जैसी सामाजिक सुरक्षा हासिल करने पर ध्यान केंद्रित किया। देखभाल, बीमा, पेंशन और आश्रय और निर्णय लेने में महिलाओं की आवश्यकता।

आईयूएफ फूड एंड बेवरेजेज वर्कर्स काउंसिल – बांग्लादेश ने एक बैठक आयोजित की, जिसमें औपचारिक क्षेत्र में यूनियन के सदस्यों के बीच राष्ट्रीय नीति हस्तक्षेप की आवश्यकता के बारे में समझ बनाने के लिए अधिक शिक्षा पर सहमति व्यक्त की गई, जो अनौपचारिक श्रमिकों की मांगों को संबोधित करते हुए विशिष्ट मुद्दों को उजागर करती है, जैसे कि अनौपचारिक मान्यता श्रमिकों विशेषकर महिलाओं और सामाजिक सुरक्षा के प्रावधान के लिए नीतिगत कार्रवाई की आवश्यकता है। वे अनौपचारिक अर्थव्यवस्था में महिलाओं को सीधे लाभ पहुंचाने वाली कानूनी मान्यता और सामाजिक सुरक्षा नीतियों को आगे बढ़ाने के लिए एक संयुक्त एजेंडा विकसित करने का आह्वान करते हैं।

22 अक्टूबर, 2024 को बैंकॉक में आईयूएफ एशिया-पसिफ़िक क्षेत्रीय महिला समिति की बैठक। महिला समिति ने महिला श्रमिकों के लिए इलाबेन की शिक्षाओं को बढ़ावा देने के लिए अपनी प्रतिबद्धता की पुष्टि की।
In honour of Sister Ela R. Bhatt (Elaben), the founder of the Self-Employed Women’s Association (SEWA) in India, the 28th IUF Congress passed a resolution on Achieving voice, visibility, validation of women workers, through which IUF and it’s affiliates committed to promote Elaben’s lifelong commitment to economic and social justice for women workers and their collective empowerment and recognized November 2 as a day of education, awareness, organizing and empowerment of women in the informal economy.
In November, IUF affiliates across the Asia-Pacific region celebrated the legacy of Elaben, honoring her strong belief in and commitment to developing effective women’s leadership, providing opportunities for women to lead, and collective union strength through organizing to mark International Day for Women in the Informal Economy.
The newly formed FSPM’s General Tourism Workers’ Union in Indonesia, comprising individual members from the food services and hotel and tourism industry, including small food vendors and tour guides. The meeting was attended by members from the Yogyakarta and Semarang regions. Among the participants were tour guides who, for the first time, had an organization to collectively represent them through the general union.
The meeting focused on advocating for workers’ rights in the informal economy, organizing more workers, especially in the tourism sector, and pushing for social security and government policies to protect workers’ health and safety while improving their lives and livelihoods. Additionally, the meeting emphasized the importance of developing effective leadership to build collective strength in the fight for members’ rights.
General Tourism Workers’ Union called for greater protection for workers in the informal economy
The Federation of Hotel, Restaurant, Plaza, Apartment, Catering, and Tourism Workers’ Free Union (FSPM) organized an online meeting with the national secretariat. During the meeting, they appreciated and learned from SEWA’s struggle to establish itself as a trade union for women workers in the informal economy, highlighting Elaben’s commitment for collective representation and collective power and leading a way for other unions to organize in the informal economy.
In Bangladesh, the National Women Farmers & Workers Association (NWFA) organized a leadership training in Nagarkanda, Faridpur. The training focused on building the collective strength of women small and marginal farmers, taking action to secure their rights, and improving working conditions. NWFA has also formed cooperatives of women farmers to negotiate better prices and provide trainings to improve livelihoods of their members. The training focused on developing grassroots level leadership skills to take on leadership roles and advocate for policy changes that address their rights and needs, enabling them to actively participate in decision-making processes that affect their work and communities.

In Pakistan, the newly formed IUF – Pakistan Coordination Council [IUF-PCC] organized a meeting with members in the informal economy including agricultural workers, sharecroppers and domestic workers. During the meeting women workers discussed the challenges that they face, sustainable livelihood opportunities and much needed government protections. They highlighted the struggles and solutions in the media to raise awareness with the public and proposed solutions.

In India the Women’s Water, Sanitation and Health Committees, organization of tea workers and Godavari Magasvargiya Mtsya Vyavsay Sahakari Sanstha, union of women fisherfolks discussed the teachings of Elaben and focused on securing work, income, food, and social security like health care, child care, insurance, pension and shelter and the need for women in decision making.
Trade unions in the formal sector also joined in honoring Elaben and in solidarity with women in the informal economy and used November 2 to raise awareness among union members in formal sector unions and policy intervention at national level in support of demands by informal economy workers unions (recognition, social protection) and secure jobs for women in the formal sector.
FSBMM, National Federation of Food and Beverage Workers in Indonesia organized a meeting to raise awareness of FSBMM members by sharing Elaben’s vision and values, history of SEWA and to use their union power to stand in solidarity with women in the informal economy. The members also discussed the importance of secure jobs for women workers and built strategies to fight against the contractual work system in particular at Indolakto where the majority of contract workers are women.
IUF Food & Beverages Workers Council – Bangladesh meeting in Gazipur
The IUF Food & Beverages Workers Council – Bangladesh organized a meeting which agreed on more education to build understanding among union members in the formal sector about the need for national policy interventions that address the demands of informal workers highlighting specific issues, such as recognition of informal workers particularly women and provision of social protection that require policy action. They call for developing a joint agenda to push for legal recognition and social protection policies that directly benefit women in the informal economy.
Women leaders from DWU, PVMEU and NEU shared union actions to create space for women in union decision-making bodies and leadership structures. They agreed to use their union power to support women in the informal economy.
The IUF Asia/Pacific Regional Organization also committed to ensuring that the ideas, writings, lessons and actions of Elaben are taught to a younger generation of trade union leaders in the region. Raising awareness of Elaben’s ideas and actions were part of the IUF Asia/Pacific Regional meetings in 2024.

IUF Asia-Pacific Regional Women’s Committee Meeting in Bangkok on October 22, 2024. The women’s committee reaffirmed their commitment to promote Elaben’s teachings to women workers.
The United Nations estimates that 6 million Afghans are now on the brink of starvation, with an additional 28 million in urgent need of humanitarian aid.
“I am tired; first, they closed my university, and now that I chose to work in the restaurant, they closed this as well,” said Shabnam.
The report outlines how Taliban-imposed bans on women’s education, employment, and mobility and even personal expression are undermining agricultural productivity and food security, contributing to an economic collapse marked by high inflation and widespread unemployment. The restrictions on women’s employment and escalating food insecurity are also resulting in a rise in child labour further pushing families into debt and putting children’s futures at extreme risk.
The report emphasizes the vital role women play in achieving food security and calls for the restoration of their rights and full participation in the food system.
“There is no food system in the world that can be resilient, sustainable and fulfill the need for food and nutrition without women. Women must be involved in all stages of the food system from farm to plate, in all different roles and occupations from farming to research and education. It is women who feed the world, and to do so women need jobs, access to education and resources, but most of all access to rights.” Dr. Hidayat Greenfield, IUF Asia/Pacific Regional Secretary.
While international aid agencies continue to provide food assistance, the Taliban’s restrictions on foreign NGOs have forced many organizations to scale back their operations. This has particularly affected women-led households, which often relied on aid as their primary source of food and income.
Despite the ongoing crisis, Afghan communities have shown remarkable resilience and determination through community-led initiatives, education programs, and subsistence farming. Many women have sought alternative ways to contribute to their families and communities, such as starting small businesses from home or engaging in informal work arrangements. Their unwavering commitment is a testament to their strength in the face of adversity.
However, there is an urgent need for governments, organizations, and stakeholders to pressure the Taliban to immediately reverse the bans on women’s education and employment. It is essential to address the restrictive policies imposed by the Taliban, prioritize access to education and skills training to enhance agricultural productivity, ensure access to essential tools, and create opportunities for economic growth in a manner that respects and promotes human rights.
