Voices of Afghan Women in the Food System: Struggles, Sacrifices and Strength

On World Food Day 2023, we call attention to the extreme hardship faced by women workers in Afghanistan, especially women working in the food system. Afghanistan already faces growing hunger and food insecurity. The Taliban’s suppression of the right of women to work and the right to education is deepening food insecurity and pushing the country into an even greater crisis.

The following report was prepared by courageous women reporters of the The Afghan Times for the IUF Asia/Pacific.

Afghan women have long played a significant role in rebuilding their country, enhancing their communities, and contributing to brighter futures for their families. However, since the Taliban assumed power in August 2021, Afghan women have faced increasing exclusion from public life and society.

Initially, authorities closed girls’ secondary schools, denied women access to universities, and prevented many women Afghan aid workers from carrying out their duties. Additionally, numerous public spaces such as bathhouses, gyms, and parks were declared off-limits for women.

Since August 2022, nine out of 10 Afghan families cannot afford enough food – one of the highest rates globally. Nearly 20 million Afghans are uncertain about their next meal, with six million of them teetering on the brink of famine. The levels of moderate acute malnutrition in the country have reached their highest recorded levels.

In a nation where 20 million people are grappling with acute hunger, and six million are on the brink of famine, the ongoing repercussions of these restrictions on women in both society and the economy will have a profoundly impact.

In this report and the accompanying videos, we hear from courageous Afghan women who confront daily restrictions, persevere in the face of injustice and hunger, and serve as a reminder that – despite the adversity – hope remains a powerful force.

We have conducted face-to-face video interviews with 19 women in various provinces of Afghanistan who either work or have worked in the food sector but are unable to continue due to Taliban restrictions. Additionally, we have interviewed women in food-related fields who were pursuing their studies but had to discontinue them due to bans imposed by the Taliban. Furthermore, we have engaged in conversations with over 50 other women who prefer not to appear on video or disclose their names.

25% Drop in Women’s Employment, Harsh Work Restrictions Hit Afghan Women Hard

The Taliban’s takeover in Afghanistan led to a 25% drop in women’s employment, worsened by restrictions on women’s access to work and education.

Our conversations with over 70 current or former women workers in the food sector reveal that over a quarter are unable to continue working due to the restrictions imposed on women’s work by the Taliban.

“I have worked at a hotel, but our work has stopped for two years now,” said Arzo Azizyar. “There were 15 of us: five working in the interior, five in the kitchen, and five as waiters.”

Arzo Azizyar was joined by 14 other women working in a hotel. It has been two years now since all of them have been unemployed and unable to continue working.

If the Taliban grants permission, I will resume working,” added Arzo.

Arezo Jamal, another Afghan woman who worked as a cook in a hotel, is currently unable to continue her employment. She stated, “I have been unemployed for a year and a half, and I am not currently working. If we are allowed to work again, I will start working again.”

 

 

 

 

Education Crisis for Afghan Young Women: Barriers and Aspirations

Since September 2021, Afghan young women aged 12 and above have faced an indefinite delay in returning to school, resulting in 1.1 million of them being denied access to formal education. At present, a staggering 80% of school-aged Afghan young women, totaling 2.5 million individuals, are not attending school. Even more shocking is that close to 30% of young women in Afghanistan have never even set foot in primary education institutions.

Fast forward to December 2022, and the situation took another grim turn as university education for women was abruptly halted until further notice. This decision affected more than 100,000 female students attending both government and private higher education institutions.

It is important to note that between 2001 and 2018, the number of women in higher education had soared almost 20-fold. Before this recent suspension, one out of every three young women was actively enrolled in universities.

In Afghanistan, the faculties related to agriculture and food have garnered the attention of Afghan female students. It is noteworthy that Afghan female students have shown a keen interest in these faculties across the board.

In remote areas, 70% of women work in agriculture or learn to work in agriculture from their elders. This may be one of the reasons why women are more interested in a higher education in agriculture and food sciences.

All the members of Atifa’s family were actively involved in the field of agriculture, and they wholeheartedly encouraged her to pursue her studies in the same field.

“All the members of our family are engaged in agriculture. Unfortunately, after completing just one semester at the Faculty of Agriculture, the Taliban imposed a ban on women’s education”, Atifa said.

She added, “If the Taliban allows women to pursue education, I am determined to resume my university studies again.”

Sharifa, a student enrolled in the Faculty of Agriculture, found herself facing adversity when the Taliban assumed control.

In her own words, she recounted the challenges that befell her and her fellow female students, stating, “I was in the Faculty of Agriculture. After the Taliban regained power, restrictions were imposed on women’s education. The Taliban closed our university. It’s been two years since our university was closed.”

“If the university doors open for us again, I will start,” Sharifa declared.

Challenges Faced by Afghan Women in the Workplace Under Taliban Rule

Since the Taliban assumed control, there has been a drastic and concerning shift in the professional landscape for women in Afghanistan. There has been a stark reduction in the range of opportunities available to women in the workforce. This dire situation has left countless women grappling with the consequences.

One of the most distressing consequences of the Taliban’s resurgence is the loss of employment for many women. Numerous individuals who were previously employed in various sectors have been abruptly stripped of their jobs, leaving them without a source of income or a means to support their families. This loss of livelihoods has had profound and far-reaching consequences, not only affecting women individually but also impacting their communities and the nation’s economy as a whole.

For those fortunate enough to still retain their jobs, the conditions have become exceedingly restrictive. Women who were once able to engage in professions in public now find themselves relegated to the confines of their homes. The Taliban’s misinterpretation and political misuse of Sharia law has led to a segregated workplace environment, where women are effectively isolated from the public sphere. This arrangement has forced them to work remotely, behind closed doors, away from their colleagues and clients, drastically limiting their ability to interact and contribute effectively in their respective fields.

Rahila, a woman employed in a hotel, declared that: “Women should pursue employment outside the home. Staying indoors can be quite challenging. When a woman who has been actively engaged in society suddenly encounters restrictions, she often finds it difficult to adapt. I have always envisioned going out in the morning and working until evening. Similarly, other women should also explore opportunities to earn their income through work.”

One of the hotel employees, Hamida Tabasom, spoke about the days when the arrival of the Taliban instilled fear among their colleagues.

“When the Taliban came to power, fear spread everywhere. The female employees at our hotel stopped working due to fear. Our employees were afraid that if the Taliban arrived, they would face beatings.”

“Before the Taliban government, our business was thriving, and we had many customers,” Hamida Tabasom added.

Based on in-depth interviews with 70 women workers, we can categorize the challenges they face as follows:

Financial Struggles:

  • 4 out of 5 respondents reported a significant drop in their household income since August 2021. They attributed this decline to economic challenges, job losses, and reduced business opportunities within their community.

Child Marriage as a Disturbing Outcome:

  • Among the 70 women interviewed, 10% revealed that severe food insecurity had forced them to arrange marriages for girls under 18 within their families. This highlights the dire consequences of this crisis on the lives of young girls.
  • Disturbingly, 50% of respondents identified child marriage as a critical safety concern for girls in their community, emphasizing the urgent need for interventions to protect vulnerable children.

Reduced Food Consumption and Hunger:

  • An alarming 85% of women admitted to missing meals in the past two weeks, expressing their anguish over not being able to provide adequate food for themselves and their families.
  • In 97% of households, women and other family members mentioned reducing their food intake, with some even skipping meals to stretch their limited resources.

Limited Support and Consultation:

  • Only a third of women claimed to have received any assistance in the last year, highlighting the gap in support for those grappling with financial hardships.
  • Less than 13% of those who received aid were consulted regarding their specific needs before assistance was provided, revealing a lack of personalized support for affected individuals.

Inadequate Humanitarian Assistance:

  • Just 20% of surveyed women felt that the humanitarian aid they received met their needs, underscoring the need for more targeted and responsive aid programs.
  • Furthermore, the women interviewed cited issues with delivery methods, such as aid being distributed in mosques (often inaccessible to women) and assistance being provided by male workers (which prevents access). This indicates the necessity for more inclusive and culturally sensitive aid distribution practices.

UA ZENSEN calls on the 28th IUF Congress to support restoring democracy and defending human rights in Myanmar

On June 16, 2023, the 28th IUF Congress in Geneva adopted a vital Resolution No.1 on Restoring democracy and defending human rights in Myanmar. The resolution was proposed by Food Rengo, UA ZENSEN, Service Tourism Rengo, Noh-Dan-Roh and UFCW North America.

Brother Hiromu Kogure, Vice President of UA ZENSEN, moved the resolution with the following speech, calling for greater action to ensure transnational companies cease their operations and divest from Myanmar. This is vital to ending all direct or indirect collaboration with the military junta and ensuring the restoration of democracy and democratic rights in Myanmar.

Continued support for Myanmar and pressure on transnational companies to “responsibly withdraw” from Myanmar!

Two years have passed since the military coup in Myanmar. The situation shows no signs of getting any better, with innocent civilians, democracy activists, and union activists being killed, their homes burned, and the tragic situation continues.

First of all, I would like to express my deepest respect to Regional Secretary Brother Hidayat for his dedicated support to our affiliated unions in Myanmar to date.

UA ZENSEN has so far provided emergency assistance to CTUM on three occasions and will continue to do so until the day when democracy is achieved in Myanmar and union activists can work in peace.

The world tends to focus on Ukraine, but we also request continued and stronger support for Myanmar.

I am also aware that the IUF is working vigorously, led by Regional Secretary Brother Hidayat, on the “responsible withdrawal” from Myanmar that many GUFs are pursuing.

Several global beverage and food companies have established and are still operating in Myanmar.

Some say that asking these companies to withdraw would “take away the jobs of their members,” but in Myanmar, trade unions that are democratic in their activities are suppressed, while so-called “yellow unions” that are obedient to the military regime are more common. We also hear that many jobs for union members are being replaced by so-called non-unionized, non-regular workers.

It is no longer possible to practice human rights due diligence in Myanmar, and I will conclude my remarks by asking the IUF to increase pressure on transnational companies operating in Myanmar.

جب سائکلون موچا 14  مئی  2023 کو بنگلہ دیش کے ساحل اور میانمار کے مغربی علاقے سے ٹکرایا،درجہ  پانچ کے طوفان نے ریاست رخائن میں جانی نقصان اور بڑے پیمانے پر تباہی مچائی۔ دارالحکومت کا زیادہ حصہ  تباہ ہو گیا تھا۔

 یہ اچھی طرح سے سمجھا جاتا ہے کہ طوفان موچا جیسے شدید موسمی واقعات کی تعدد اور شدت میں انسانی  پیدا کردہ موسمیاتی تبدیلی کے نتیجے میں اضافہ ہوا ہے۔ جو بات کم سمجھ میں آتی ہے وہ یہ ہے کہ ان شدید موسمی واقعات کا سیاسی تناظر موت، تباہی اور بے گھر ہونے کی حد پر گہرا اثر مرتب ہوگا۔

وومنز پیس نیٹ ورک، جس نے میانمار میں وحشیانہ جبر اور انسانی حقوق کی خلاف ورزیوں کے بارے میں جرات مندانہ رپورٹنگ کی ہے، نے  16 مئی کو ایک ہنگامی بریفنگ کا انعقاد کیا جس میں طوفان موچا کے اثرات کا جائزہ لیا گیا۔ بریفنگ میں ان طریقوں کا مشاہدہ کیا گیا جن میں فوجی جنتا نے اپنے سیاسی جبر کو آگے بڑھانے کے لیے طوفان کو استعمال کیا۔

 طوفان موچا کے بارے میں جنٹا کے ردعمل کے بارے میں رپورٹس منظر عام پر آنا شروع ہو گئی ہیں، جس سے یہ انکشاف ہوا ہے کہ جنٹا نے روہنگیا آئی ڈی پیز [اندرونی طور پر بے گھر افراد] کے انخلاء کی کوششوں کو سبوتاژ کیا اور اس کے بعد سے ان کے کیمپوں اور آس پاس کے علاقوں تک امداد کی رسائی کو روک دیا ہے۔ اس طرح کے نتائج، بہت سے دوسرے لوگوں کے درمیان، یکم  فروری میں بغاوت کی کوشش کے بعد راکھین ریاست میں نسل پرستی کو مزید تقویت دینے کے لیے جنٹا کے اقدامات کے مطابق ہیں۔

“رضاکارانہ غفلت” کے طور پر بیان کیا گیا، رخائن ریاست اور بنگلہ دیش میں روہنگیا پناہ گزین کیمپوں پر طوفان موچا کے تباہ کن اثرات نے میانمار سے ان کی جبری نقل مکانی کو یاد کیا جس میں فوج کی طرف سے نسل کشی کی گئی، جسے اقوام متحدہ کی انسانی حقوق کونسل نے انسانیت کے خلاف جرائم کے طور پر تسلیم کیا۔

یہیں پر ہم آب و ہوا کی کمزوری اور فوجی حکمرانی کے تحت رہنے والی آبادیوں کی کمزوری کو دیکھتے ہیں۔ اس خطرے کو نظامی سیاسی ظلم و ستم اور مخصوص نسلی گروہوں کے خلاف ہونے والی نسل کشی کی کارروائیوں سے بڑھایا جاتا ہے۔ لوگوں کو نہ صرف جانی نقصان، ان کے گھروں کی تباہی، محرومی اور بے گھر ہونے کا سامنا کرنا پڑتا ہے، بلکہ اپنے آپ کو تیار کرنے یا اپنی برادریوں کے تحفظ کے لیے اجتماعی کارروائی کرنے کے امکانات بھی سخت محدود ہیں۔

طوفان جیسے شدید موسمی واقعات کے بعد انسانیت  کے لیے شدید مشکل کے وقت میں، ہم اکثر دیکھتے ہیں کہ بین الاقوامی امدادی تنظیمیں فوجی حکومتوں کے ساتھ کام کرنے کی ضرورت کا جواز پیش کرتی ہیں۔ درحقیقت، کچھ امدادی ایجنسیاں اس بات پر یقین رکھتی ہیں کہ مرکزی آمرانہ حکومتیں امداد کی ترسیل کا زیادہ موثر طریقہ کار ہیں۔ یہ اس حقیقت کو نظرانداز کرتا ہے کہ آمرانہ حکومتیں بڑے پیمانے پر بدعنوان ہیں، اور عوامی وسائل – بشمول انسانی امداد – کو طاقتور اشرافیہ اور ان کے ساتھیوں کے ذریعے منتقل کیا جاتا ہے۔ عوامی وسائل کی چوری ان اہم وجوہات میں سے ایک ہے جس کی وجہ سے اس طرح کی حکومتیں پہلی جگہ موجود ہیں۔

زیادہ اہم بات یہ ہے کہ آمرانہ حکومتوں کے تحت انسانیت  کے لیے شدید مشکل کے وقت میں انسانی امداد کا سیاسی طور پر تعین کیا جاتا ہے۔ ریاست اور یامخصوص نسلی یا مذہبی گروہوں کے دشمن کے طور پر شناخت شدہ آبادیوں کو انسانی امداد تک رسائی سے انکار کر دیا جاتا ہے۔ جیسا کہ آج ہم میانمار میں دیکھتے ہیں، شہری آبادیوں کے خلاف فوجی جنتا کی جنگ انسانی امداد کے انکار تک پھیلی ہوئی ہے۔ اس کی وجہ پیچیدہ نہیں ہے۔ انسانی بحران کا شکار ہونے اور انسانی امداد کے اہل ہونے کے لیے، آپ کو پہلے انسان سمجھا جانا چاہیے۔

 ۱۹۴۵کے بعد سے ہم نے کئی ممالک میں جمہوریت کے خاتمے کے آغاز کا مشاہدہ کیا ہے (اکثرکو غیر ملکی حمایت حاصل ہے) جہاں قومی یا ذیلی قومی سطح (ریاست، علاقہ، صوبہ) پر ہنگامی حالتوں کا اعلان کیا جاتا ہے اور فوج سڑکوں پر تعینات ہوتی ہے۔ . فوجیوں کے بیرکوں سے باہر ہونے کے بعد، فوجی جرنیل اور ان کے بچے سیاسی، شہری اور معاشی زندگی میں تیزی سے آگے بڑھتے ہیں۔

یہاں تک کہ اگر کسی منتخب پارلیمنٹ یا کانگریس کے اختیارات بحال ہو جائیں، اور جمہوری انتخابات دوبارہ شروع ہو جائیں، فوج سیاسی جماعتوں کا کنٹرول برقرار رکھتی ہے اور سیاسی، شہری اور اقتصادی زندگی میں اپنے قدم جمائے رکھتی ہے۔ لوگوں کے لیے یہ ایک مستقل ہنگامی حالت بن جاتی ہے – ایک مستقل بحران

اس مسلسل بحران میں ” موسمیاتی تبدیلی کے خلاف اوبرنی کی قوات” کی بھی نئی تعریف کی گئی ہے۔ آب موسمیاتی تبدیلی کے خلاف اوبرنی کی قوات میں ایک اجتماعی ذمہ داری شامل ہے کہ وہ ماحولیاتی تبدیلی کے اثرات کے لیے مساوی سماجی، اقتصادی اور ثقافتی ردعمل کو یقینی بنائے، اور اس بات کو یقینی بنائے کہ انسانی صحت، معاش اور ماحولیات کا تحفظ ہو۔ اب سیاسی اشرافیہ کی طرف سے ہماری کمیونٹیز میں زیادہ سے زیادہ آب موسمیاتی تبدیلی کے خلاف اوبرنی کی قوات پیدا کرنے کے مطالبات کا مطلب یہ ہے کہ ہمیں اگلے انتہائی موسمی واقعے کا سامنا کرنا ہوگا۔ اجتماعی کارروائی اور جوابدہی کے لیے جمہوری طریقہ کار کو چھین لیا گیا، اور حقوق کی عدم موجودگی میں، آب موسمیاتی تبدیلی کے خلاف اوبرنی کی قوات کا مطلب ہے کہ کمزور کمیونٹیز کو برداشت کرنے کی توقع کی جاتی ہے۔

کئی ممالک میں، دائیں بازو پہلے ہی موسمیاتی تبدیلی انکار کر  چکا ہے۔ وہ متاثرہ کمیونٹیز (خاص طور پر موسمیاتی تبدیلی  سے متاثر دیہی کمیونٹیز) کی مدد کرنے میں ریاست کی ناکامی کو بے نقاب کرنے کا ایک سیاسی موقع دیکھتے ہیں۔ اس نئے بحران کے پیش نظر دائیں بازو مضبوط قیادت کے لیےایک  بار    پھر آپنی آواز کو بلندکرتا ہے – آمرانہ حکمرانی کے لیے ایک مقبول اصطلاح۔ قوم کو کسی بیرونی خطرے کے جواب میں ہر ہنگامی صورتحال کی طرح، ماحولیاتی تبدیلی کو بھی دائیں بازو کی طرف سے جمہوریت کی معطلی کا جواز فراہم کرنے کے لیے استعمال کیا جائے گا۔

 آب و ہوا کے اس بحران میں ہمیں شدید موسمی واقعات، گرمی کی لہروں اور جنگل کی آگ کی وجہ سے مسلسل موسمیاتی ہنگامی صورتحال کا سامنا ہے۔ یہ ایک انتہائی موسمی واقعہ سے دوسرے موسم کی وجہ سے “آب و ہوا کی تباہی” کے ذریعہ شدت اختیار کرتا ہے (خشک سالی کے بعد سیلاب؛ جنگل کی آگ کے بعد طوفانی بارشیں)۔ اگر یہ ایک مسلسل ہنگامی حالت کا باعث بنے جس میں جمہوریت کی معطلی مستقل ہو جائے؟

วิกฤตสภาพภูมิอากาศ สภาวะฉุกเฉิก และการบ่อนเซาะประชาธิปไตย: ข่ายใยแห่งความฉิบหาย

ในอดีต กองทัพในหลายประเทศ ใช้วิกฤตทางการเมือง สังคม และเศรษฐกิจเพื่อประกาศภาวะฉุกเฉิน ยึดอำนาจและระงับประชาธิปไตย แต่ในปัจจุบัน กองทัพอาศัยวิกฤตด้านสิ่งแวดล้อมในการอ้างเหตุผลเพื่อแทรกแซงทางทหารและจัดเตรียมกองกำลังติดอาวุธ กล่าวคือ การเปลี่ยนแปลงทางสภาพภูมิอากาศนำไปสู่เหตุการณ์สภาพอากาศที่รุนแรงและเกิดบ่อยครั้งมากขึ้น ทำให้เรามีโอกาสที่จะเกิดภาวะฉุกเฉินบ่อยขึ้น ซึ่งนำไปสู่การประกาศสภาวะฉุกเฉินของกองทัพและการชะงักของของระบอบประชาธิปไตย  ในหลายประเทศ ที่มีเหตุฉุกเฉินด้านสภาพอากาศอย่างต่อเนื่อง ได้สร้างความเสี่ยงที่จะนำไปสู่การระงับประชาธิปไตยและสิทธิในระบอบประชาธิปไตย ทั้งที่ระบอบประชาธิปไตยและสิทธิในระบอบประชาธิปไตยเป็นสิ่งที่จำเป็นจ้องใช้ในการรับมือกับวิกฤตสภาพภูมิอากาศและการันตีความยุติธรรมด้านสภาพอากาศ

เมื่อวันที่ 14 พฤษภาคม พ.ศ. 2566 พายุไซโคลนมอคค่า ซึ่งเป็นพายุโซนร้อนระดับที่ 5 ได้พัดถล่มชายฝั่งบังกลาเทศและพื้นที่ทางตะวันตกของประเทศพม่า ทำให้เกิดการสูญเสียชีวิตและสร้างความหายนะในวงกว้างในรัฐยะไข่ และเมืองหลวงซิตตเว

เป็นที่เข้าใจกันดีว่าเหตุการณ์สภาพอากาศสุดขั้ว อย่างพายุไซโคลนมอคค่าที่เกิดขึ้น มีความถี่และความรุนแรงเพิ่มมากขึ้นเนื่องจากการเปลี่ยนแปลงสภาพภูมิอากาศที่เกิดจาก(มนุษย์) ซึ่งเรามักไม่เข้าใจบริบททางการเมืองของเหตุการณ์สภาพอากาศรุนแรงเหล่านี้ว่ามีผลกระทบอย่างลึกซึ้ง ทั้งการสูญเสียชีวิต การทำลายล้าง และการพลัดถิ่น

เครือข่ายสันติภาพเพื่อผู้หญิง (Women’s Peace Network) ได้รายงานอย่างกล้าหาญถึงการปราบปรามอย่างโหดร้ายและการละเมิดสิทธิมนุษยชนในพม่า โดยได้จัดการบรรยายสรุปเมื่อวันที่ 16 พฤษภาคม โดยประเมินผลกระทบของพายุไซโคลนมอคคาและสรุปวิธีที่รัฐบาลทหารอาศัยเหตุพายุไซโคลนในการปราบปรามประชาชนในทาง ดังจะเห็นได้จากในรายงานที่กล่าวว่า

รายงานเกี่ยวกับการตอบสนองของรัฐบาลทหารต่อพายุไซโคลนมอคค่าชี้ให้เห็นว่า รัฐบาลทหารได้ทำลายความพยายามของชาวโรฮิงญาที่จะอพยพย้ายถิ่นฐาน [ภายในประเทศ] และได้ปิดกั้นการเข้าถึงความช่วยเหลือที่ส่งไปยังค่ายของพวกเขาและพื้นที่โดยรอบ ซึ่งพ้องกันการกระทำของรัฐบาลทหารที่มุ่งส่งเสริมการแบ่งแยกสีผิวในรัฐยะไข่หลังการพยายามทำรัฐประหารเมื่อวันที่ 1 กุมภาพันธ์ 2564

วิธีการที่กองทัพรับมือกับผลกระทบร้ายแรงของพายุไซโคลนมอคค่าต่อรัฐยะไข่และค่ายผู้ลี้ภัยชาวโรฮิงญาในบังกลาเทศ

อาจะเรียกได้ว่าเป็น “การปล่อยเลยตามเลย” ซึ่งชวนให้นึกถึงเหตุการณ์บังคับให้พลัดถิ่นฐานของชาวโรฮิงญา และเหตุการณ์ฆ่าล้างเผ่าพันธุ์ที่กระทำโดยกองทัพในปี 2560 ซึ่งคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติตัดสินว่าเป็นอาชญากรรมต่อมนุษยชาติ

เหตุการณ์ที่เกิดขึ้นทำให้เราเห็นการบรรจบกันของความเปราะบางทางสภาพอากาศ และความเปราะบางของประชากรที่อาศัยอยู่ภายใต้การปกครองของทหาร ความเปราะบางเหล่านี้ขยายใหญ่ขึ้นจากการประหัตประหารทางการเมืองอย่างเป็นระบบและการฆ่าล้างเผ่าพันธุ์ที่กระทำต่อกลุ่มชาติพันธุ์ ผู้คนเหล่านี้ไม่เพียงแต่ต้องทนทุกข์กับการสูญเสียชีวิต บ้านเรือนถูกทำลาย การถูกกีดกันและการพลัดถิ่น แต่พวกเขายังถูกจำกัดไม่ให้มีการเตรียมตัวหรือร่วมกันเพื่อปกป้องชุมชนของตนเอง

เมื่อเกิดวิกฤตทางมนุษยธรรมหลังเหตุการณ์สภาพอากาศรุนแรง อย่าง พายุไซโคลน เรามักจะเห็นองค์กรช่วยเหลือระหว่างประเทศแสดงเหตุผลความจำเป็นในการทำงานร่วมกับรัฐบาลทหาร หน่วยงานช่วยเหลือบางแห่งดูเหมือนจะเชื่อว่าระบอบเผด็จการรวมศูนย์เป็นกลไกการให้ความช่วยเหลือที่มีประสิทธิภาพ โดยละเลยความจริงที่ว่าระบอบเผด็จการนั้นเองที่สร้างความเสียหายอย่างมหาศาล และขโมยทรัพยากรสาธารณะ รวมถึงความช่วยเหลือด้านมนุษยธรรม และถ่ายโอนไปยังชนชั้นสูงและพวกพ้องที่มีอำนาจ โดยการขโมยทรัพยากรสาธารณะนี้เองที่เป็นหนึ่งในสาเหตุหลักที่ทำให้ระบอบเผด็จการรวมศูนย์ดังกล่าวเกิดขึ้น

นอกจากนี้ ระบอบเผด็จการยังมีอิทธิพลในการกำหนดวิกฤตด้านมนุษยธรรมและความช่วยเหลือด้านมนุษยธรรม กล่าวคือ ประชากรที่ถูกระบุว่าเป็นศัตรูกับรัฐและ/หรือกลุ่มชาติพันธุ์หรือศาสนาที่เฉพาะเจาะจงจะถูกปฏิเสธไม่ให้เข้าถึงความช่วยเหลือด้านมนุษยธรรม ดังที่เราเห็นในพม่าทุกวันนี้ สงครามของรัฐบาลทหารต่อประชากรพลเรือนขยายไปถึงการปฏิเสธความช่วยเหลือด้านมนุษยธรรม เหตุผลนั้นไม่ซับซ้อน กล่าวคือ ในการเป็นเหยื่อจากวิกฤตด้านมนุษยธรรมและมีสิทธิ์ที่จะได้รับความช่วยเหลือด้านมนุษยธรรมนั้น จะต้องถูกมองว่าเป็นมนุษย์ก่อน

อย่างไรก็ตาม นับตั้งแต่ปี พ.ศ. 2488 เป็นต้นมา เราได้เห็นจุดเริ่มต้นของการสิ้นสุดของระบอบประชาธิปไตยในหลายประเทศ (ซึ่งมักมาจากการแทรกแซงของต่างประเทศ) ซึ่งมีการประกาศสถานการณ์ฉุกเฉินในระดับชาติหรือระดับย่อยของประเทศ (รัฐ ภูมิภาค จังหวัด) และมีการส่งกำลังทหารไปตามท้องถนน  เมื่อทหารออกจากค่ายทหาร นายพลทหารและลูกๆ ของพวกเขาก็เข้าสู่ชีวิตทางการเมือง พลเรือน และเศรษฐกิจอย่างรวดเร็ว

แม้ว่าอำนาจของรัฐสภาที่มาจากการเลือกตั้งจะได้รับการฟื้นฟูและเกิดการเลือกตั้งตามระบอบประชาธิปไตย แต่กองทัพยังคงควบคุมพรรคการเมืองและรักษาฐานที่มั่นในทางการเมืองและเศรษฐกิจ ซึ่งสิ่งเหล่านี้กลายเป็นภาวะฉุกเฉินตลอดกาลสำหรับประชาชน

วิกฤตการณ์ที่เกิดขึ้นอย่างต่อเนื่องนี้ส่งผลให้เกิดการนิยาม “ความทนทานต่อสภาพอากาศ” (climate resilience) ใหม่ กล่าวคือ เราจะมีความทนทานทางสภาพอากาศ ซึ่งเกี่ยวข้องกับความรับผิดชอบร่วมกันได้นั้น ก็ต่อเมื่อเราดำรงอยู่ในสังคม เศรษฐกิจ และวัฒนธรรมที่มีความเท่าเทียม และรับประกันว่าสุขภาพของมนุษย์ การดำรงชีวิต และสิ่งแวดล้อมได้รับการคุ้มครอง อย่างไรก็ตาม ปัจจุบันเราเรียกร้องความทนทานต่อสภาพอากาศจากชนชั้นนำทางการเมือง ซึ่งมีแต่จะทำให้เราต้องเผชิญกับเหตุการณ์สภาพอากาศที่รุนแรงต่อไป เพราะเราไม่มีกลไกประชาธิปไตยสำหรับการดำเนินการและความรับผิดชอบร่วมกัน และยังรวมถึงในบางกรณีอย่างชุมชนที่เปราะบางที่ไม่มีสิทธิในการย้ายถิ่นฐาน

ในหลายประเทศ ฝ่ายขวาสุดได้เปลี่ยนจาก การปฏิเสธสภาพภูมิอากาศเป็น ความตื่นตระหนกด้านสภาพอากาศ พวกเขาใช้โอกาสทางการเมืองดังกล่าวในการประกาศความล้มเหลวของรัฐในการช่วยเหลือชุมชนที่ได้รับผลกระทบ (โดยเฉพาะชุมชนในชนบทที่เปราะบางต่อสภาพอากาศ) การเผชิญกับวิกฤตครั้งใหม่นี้ ฝ่ายขวาสุดยังเน้นย้ำและเรียกร้องให้มีผู้นำที่เข้มแข็ง ซึ่งเป็นคำที่ประชานิยมหมายถึงการปกครองแบบเผด็จการ เช่นเดียวกับภาวะฉุกเฉินต่างๆ ที่เกิดขึ้นเพื่อตอบสนองต่อภัยคุกคามภายนอกต่อประเทศชาติ วิกฤตทางสภาพอากาศ โดยเหตุเหล่านี้เองที่จะถูกใช้โดยกลุ่มขวาจัดเพื่อสร้างความชอบธรรมในการระงับระบอบประชาธิปไตย

ในวิกฤตการณ์สภาพภูมิอากาศที่เกิดขึ้นอย่างต่อเนื่องนี้ อาจส่งผลให้เราต้องเผชิญกับสภาวะฉุกเฉินด้านสภาพภูมิอากาศอย่างต่อเนื่อง เนื่องจากเหตุการณ์สภาพอากาศรุนแรง ทั้งคลื่นความร้อน ไฟป่า ซึ่งทวีความรุนแรงขึ้นจากสิ่งที่เรียกว่า “การเด้งกลับทางสภาพภูมิอากาศ” (climate whiplash)จากเหตุการณ์รุนแรงหนึ่งไปสู่อีกเหตุการณ์หนึ่ง (เช่น เกิดภัยแล้งตามด้วยน้ำท่วม หรือเกิดไฟป่าแล้วตามด้วยฝนตกหนัก) จะเกิดอะไรขึ้น หากสิ่งนี้นำไปสู่สภาวะฉุกเฉินอย่างต่อเนื่องที่ระงับประชาธิปไตยโดยถาวร?
